It is time to bring in systemic changes PM
In an interview with the Wall Street Journal, the home minister of India said, "I  think we should take serious note of concerns expressed by captains of  industry and business. There is indeed a governance deficit in some  areas and perhaps there is also an ethical deficit."
  
This  is a very serious comment by a person seating in the government. If we  loose on the ethical base of our actions and the governance, what is  left? What is government doing to improve the situation?? I think  systemic changes must precede all administrative reforms. 
Appoint a  permanent commission (like UPSC, Election Commission), with adequate  constitutional authority, to continuously review all systemic provisions  in the public administration. The Commission should be authorised to review all provisions of law, administrative systems and procedures and bring in permanent  changes across the board.
